Italian public‑sector labor agreements outline new contract terms and provisional assignments

On 15 June 2026 a meeting at AGEA’s headquarters addressed the integrative contract for public‑sector personnel for 2025 and managerial staff for 2024. UNADIS representatives signed the national collective integrative agreement (CCNI) for second‑tier managers for 2024, confirmed fund allocation for position‑based remuneration, and welcomed a pilot scheme allowing one day per week of agile working for managerial staff. UNADIS also pledged cooperation on drafting internal regulations for agile work and on incentives for technical functions under article 45 of Legislative Decree 36/2023, emphasizing proper fund distribution for staff who participated in procurement or technical teams.

Separate guidance announced that the administration and trade unions have signed a CCNI covering provisional assignments and utilizations for the 2025‑2028 triennium. The agreement defines application procedures, deadlines (July‑August 2026), and the use of digital credentials (SPID/CIE). It outlines rules for temporary‑contract teachers, a three‑year stay requirement, and exemptions for parents of minors, caregivers of persons with disabilities, and victims of gender‑based violence. The contract also introduces a new staffing model for ATA personnel, replacing the DSGA profile with a highly‑qualified officer role.
