Italian school staffing: Unions report cuts in Enna and high precariousness in Grosseto

In Enna, unions including FLC CGIL, CISL Scuola, and UIL Scuola have reported ongoing cuts to ATA personnel (administrative, technical, and auxiliary staff). Union representatives stated that current policies linking staffing levels to union membership numbers are unsustainable, warning that these cuts threaten the regular functioning of schools and student safety.
In Grosseto, the crisis is particularly acute among support teachers. For the 2026/27 school year, 563 positions are expected to be filled by temporary substitutes, resulting in a 62% precariousness rate. This figure rises to 66% in high schools. FLC CGIL secretary Alessandra Vegni noted a significant surplus of qualified professionals compared to available roles, specifically citing 422 qualified candidates for only 220 high school positions.
