Italian school system faces structural precarious employment crisis

The Uil Scuola union has warned that precarious employment has become a structural component of the Italian school system. Nationally, the union reports that approximately 118,000 substitute teaching positions are required to meet current needs. Furthermore, data indicates that only 37,430 permanent roles were filled out of 46,642 authorized positions, leaving thousands of programmed roles vacant.

In the Calabria region, the staffing crisis is particularly acute. The region manages over 30,000 teaching positions, including 4,538 support roles. The union highlights a significant gap in administrative and technical staff (ATA), noting that only 137 hires were authorized to fill 403 vacant positions, meaning only about 34% of available roles are being stabilized.

Uil Scuola is calling for structural interventions in the upcoming Budget Law to address these shortages and ensure teaching continuity, particularly for students requiring specialized support.
