Italian school unions warn of rising staffing precariousness
Labor unions in Italy are raising alarms regarding widespread staffing instability and precarious employment within the school system, specifically highlighting issues in the Imperia and Modena provinces.
In Imperia, ANIEF reports that support roles for students with disabilities are increasingly reliant on temporary derogations rather than permanent positions. Out of 1,164 authorized support positions, only 420 are recognized as permanent staff, leaving 744 roles in a state of precariousness. The organization claims that many school requests were rejected by the Ministry of Education and Merit due to budget constraints.
Similarly, in Modena, the Cisl Scuola union has flagged a critical shortage of permanent ATA (administrative, technical, and auxiliary) staff. For the upcoming school year, 743 ATA positions will be covered by temporary personnel. This includes 369 structural positions that will remain unfilled by permanent staff. Union leaders argue that this reliance on temporary workers creates programmed instability, undermining educational continuity and administrative efficiency.
