Italy school system faces staffing crisis and high precariousness

The Italian school system is facing a significant staffing crisis characterized by high levels of precarious employment. Nationwide, there are over 21,500 vacant positions for ATA staff, including administrative assistants, technical assistants, and school collaborators, which must be filled through temporary contracts rather than permanent roles.

In specific regions, the impact is highly visible. In Messina, approximately 17% of teachers and 20% of administrative and technical staff are working on temporary contracts. Similarly, in Rimini, temporary contracts are approaching 1,300, with unions warning that precariousness has become a structural component of the public school system.

A growing economic disparity is also affecting recruitment. Many teachers from central and southern Italy are refusing permanent positions in northern regions like Lombardy, Tuscany, and Liguria. Despite identical national salaries, the high cost of living and housing in the north makes temporary roles in their home regions more financially viable than permanent roles in the north.
