Italian Senate hosts presentation of book on healthcare reform

The book ‘La salute contesa. La metamorfosi silenziosa della tutela della salute a 25 anni dal Titolo V’, authored by Francesco Clementi and Antonio Gaudioso, was presented at the Italian Senate. The presentation included a roundtable discussion focused on the impact of the Title V constitutional reform on the right to health.

Organized by Senators Franco Zaffini and Sandra Zampa in collaboration with Fondazione Roche, the event examined how healthcare regionalism affects the equality of access to medical services. Key topics included the collaboration between the State and Regions, the guarantee of essential levels of assistance, and interregional healthcare mobility.

Antonio Gaudioso, a health management professor at Luiss Guido Carli, noted that while the reform aimed to bring healthcare closer to local territories, it remains incomplete. He warned that conflicts between the State and Regions regarding roles and responsibilities can jeopardize citizens' rights and create disparities in care access.
