Italian teacher groups propose dual recruitment channels

Italian teacher advocacy groups are proposing new recruitment models to resolve conflicts between candidates who have passed competitive exams and long-term precarious teachers currently serving in schools.

The Comitato Precari Uniti per la Scuola has suggested a ‘double channel’ system. This approach would maintain one channel for merit-based rankings from competitive exams and a second structural channel to value professional experience gained through years of service in existing rankings. The goal is to prevent a single ranking from forcing one group to prevail over the other, recognizing both exam merit and professional experience as valid criteria.

Similarly, the Movimento Docenti Idonei Esclusi, led by spokesperson Luigi Sofia, has issued an open letter calling for unity among all precarious educators. The movement argues that the current recruitment system is failing and that the primary issue is a lack of permanent positions rather than competition between different ranking categories. They are calling for increased permanent hiring, a reduction in the gap between official staffing levels and actual school needs, and the conversion of temporary substitute roles into stable positions. The movement also references European Directive 1999/70/EC regarding the abuse of fixed-term contracts.
