Italian teachers criticize new mobility contract over merit and family concerns

On 10 July 2026 the Ministry of Education and Merit signed a national collective integrative contract (CCNI) with teachers’ unions covering provisional assignments for the 2025/26‑2027/28 school years. The agreement sets a filing window for permanent‑contract teachers to submit requests via the Istanze OnLine platform between 10 and 23 July 2026.

The National Coordination of Human Rights Teachers (CNDDU) warned that the annual mobility system overlooks professional merit, seniority, qualifications and family considerations. It argues the scheme violates constitutional principles of family unity, disability protection, good administration and the valuation of public‑service professionalism. CNDDU highlighted that teachers hired under the 2015 law were forced into nationwide placement, leaving many far from their families for over a decade with economic and personal hardship, while still ensuring continuity of teaching. The body is urging the next CCNI to introduce criteria that recognise merit and balance public‑interest with individual rights.
