Italian teachers face training rights victory and housing crisis

A ruling by the Court of Pisa has determined that substitute and precarious teachers in Italy are entitled to the ‘carta del docente’ (teacher's card), which provides an annual 500 euro benefit for professional training, books, and cultural activities. The court ruled that excluding contract teachers from this benefit constitutes unlawful and unreasonable discrimination, citing Article 35 of the Constitution regarding the right to professional development.

Simultaneously, Italian teaching unions—including Uil Scuola, Anief, and Flc Cgil—are reporting a crisis in teacher recruitment due to rising housing costs. High rents in northern regions like Lombardy, Tuscany, and Friuli Venezia Giulia are forcing many educators to decline permanent positions. In cities such as Milan and Florence, rental prices often consume a significant portion of a teacher's monthly salary, leading hundreds of educators to prefer substitute roles in southern regions where the cost of living is more manageable.
