Italian towns Caivano and Foligno launch Rottamazione‑Quinquies tax amnesty
The municipality of Caivano (Campania) approved a regulation on June 3 2026 to create a “rottamazione Quinquies” scheme that lets residents regularise unpaid municipal taxes, including IMU, TARI, water fees and road‑code fines. Debts arising from payment orders or enforcement actions dated between 1 January 2000 and 31 December 2023 can be settled by paying only the principal amount; interest and penalties are written off. Applicants must submit a debt‑statement request and, once the amount is confirmed, complete a definition form. Payments may be made in a single instalment or spread over up to 24‑36 monthly instalments, with a deadline for final settlement by 30 November 2026.
Foligno (Umbria) followed on 23 June, with the city council voting to join the same national amnesty. The measure offers citizens and businesses the chance to clear outstanding local taxes under the same conditions, but allows repayment in up to 54 bimonthly instalments. Vice‑mayor and budget officer Riccardo Meloni said the programme is “an opportunity for taxpayers in difficulty and a pact of trust between the municipality and the citizen,” emphasizing that it will also boost the town’s cash flow and enable reinvestment in services.
Both municipalities expect the scheme to recover hard‑to‑collect credits, improve budget balances and provide fresh resources for local projects.
