Italo’s Munich‑Hamburg Service Risks Bavarian Regional Rail Capacity

Italian high‑speed operator Italo plans to launch services between Munich and Hamburg, and later Dortmund, starting in 2028. The entry into the German market would place its trains on key north‑south tracks that are already heavily used by regional and S‑Bahn services in Bavaria.

Transport experts and the Bavarian Railway Authority warn of a “track conflict”, saying that the additional long‑distance trains could force a reduction of the current regional timetable, which aims to serve more than 1,000 stations at least hourly. At present about 92 % of stations meet this target, but officials fear the share could fall if priority is not given to local traffic, as law stipulates. Bavarian Transport Minister Christian Bernreiter and BEG chief Bärbel Fuchs expressed concern that the already strained network may see slower services and increased car use.

The debate highlights the broader issue of Germany’s overburdened rail infrastructure and the need for upgrades before new operators are accommodated.
