Italy advances disability rights through local and national measures
In Naples, Municipality 6 has approved a new regulation to establish a Disability Ombudsman. This institutional tool aims to protect the rights of persons with disabilities, combat discrimination, and promote full community participation. The initiative emphasizes the importance of personalized life projects, ensuring individuals have an active role in decisions affecting their lives, in alignment with national laws and UN conventions.
On a national level, the National Authority for the Rights of Persons with Disabilities has raised concerns regarding a government decree concerning education. In a memorandum to the Italian Senate, the Authority argued that school inclusion rights must not be compromised by budget constraints or staffing shortages. Specifically, the Authority criticized provisions that might make support hours dependent on available personnel, asserting that the Individualized Education Plan (PEI) must remain a dynamic tool capable of evolving with a student's needs rather than being restricted by administrative or financial limits.
