Rwanda enters migration talks with European nations for transit hub
Rwanda is engaged in preliminary discussions with several European nations to establish an "emergency transit mechanism" for migrants. Government spokesperson Yolande Makolo confirmed that while negotiations are underway, no formal agreements have been finalized.
The proposed arrangement would allow Rwanda to serve as a transit hub for migrants whose asylum claims have been rejected in Europe. Potential facilities include the Gashora emergency transit center, which has previously hosted migrants evacuated from Libya. In such centers, migrants could receive medical care and training while their asylum applications are processed, after which they might return to their home countries or be resettled elsewhere.
Italy has specifically expressed interest in externalizing asylum procedures to Rwanda, following a model similar to the Italy-Albania agreement. This comes as the European Parliament has moved toward policies that permit the creation of offshore "return hubs" outside EU borders.
This initiative follows Rwanda's previous migration-related attempts, including a controversial 2022 deal with the United Kingdom that was subsequently scrapped by the Labour government. Additionally, Rwanda maintains a separate arrangement with the United States to host deportees in exchange for financial aid.
