Italy approves major Highway Code and insurance reforms

The Italian Council of Ministers has approved a major reform of the Highway Code (Codice della Strada), with official implementation expected by January 1, 2028. The reform introduces several key changes aimed at increasing safety and reducing bureaucracy. Notable updates include the digitalization of driver's licenses and vehicle registration documents, an extension of the ten-year license renewal age to 65, and an increase in the maximum age for professional drivers to 70.

Financial changes include a general reduction in fine amounts to combat inflation and a new progressive system for speeding penalties based on kilometers per hour over the limit. Additionally, municipalities will have a shortened 45-day window to notify drivers of remote infractions. For motorcyclists, the reform proposes mandatory back protection and gloves on highways. For pedestrians, new rules emphasize the duty to ensure drivers have seen them before crossing.

Parallel to the Highway Code, Minister Adolfo Urso announced a structural reform of the motor liability insurance (RC auto) system. This initiative aims to eliminate geographic pricing disparities that currently penalize drivers in Southern Italy, such as Campania, by tying premiums to individual driving behavior rather than residential postal codes. The insurance reform is expected to become operational in the early months of 2027.
