Italy approves new ‘Stabilicum’ electoral law
Italy has approved a new electoral law, referred to as the ‘Stabilicum’, aimed at ensuring political stability and preventing frequent government changes. The reform seeks to provide a clear mandate for the winning coalition to govern for the full duration of the legislature and to restore a more direct link between voters and their representatives.
However, the law faces scrutiny regarding its constitutionality. Critics highlight concerns over the ‘majority prize’ mechanism, which may distort representation and violate the principle of equal voting. There are also questions regarding the potential for hyper-representation of a national majority versus the regional basis of the Senate. The Constitutional Court is expected to provide a definitive judgment on these legal challenges.
