Italy approves differentiated autonomy for four northern regions

The Italian Council of Ministers has approved definitive agreements for differentiated autonomy for the regions of Liguria, Lombardy, Piedmont, and Veneto. This reform, which includes legislative drafts to be reviewed by Parliament, grants these regions increased control over sectors such as healthcare, public finance, civil protection, professional regulation, and supplementary social security.

Matteo Salvini, leader of the Lega, hailed the move as a historic victory for the party, while Minister Roberto Calderoli described it as a decisive step forward. The reform is expected to move to Parliament for final approval, with a goal of concluding the process in early 2027.

The decision has sparked significant political opposition, particularly from Southern Italy. Giuseppe Falcomatà of the Democratic Party criticized the reform as a “secessionist maneuver” that threatens to increase regional disparities and harm the Mezzogiorno. Similarly, the CGIL trade union expressed concerns that the reform could fragment the national health service. In Puglia, President Antonio Decaro announced that the region will appeal to the Constitutional Court to protect its resources and healthcare services.
