Italy beach concessions face 2027 reassignment deadline

The debate over Italian beach concessions is intensifying as the September 30, 2027, deadline approaches. This deadline, driven by the European Union’s Bolkestein Directive and reinforced by Italian Law n. 166/2024 and rulings from the Council of State, mandates that existing concessions must be reassigned through public tenders.

In Comacchio, the civic list ‘La città futura’ has urged the local administration to clarify the timeline and methods for preparing these tenders. The group argues that because the national government has been slow to provide a regulatory framework, municipalities must act independently. They advocate for tender criteria that prioritize public interest, including more free beaches, reduced public land occupation, and protections for micro-entrepreneurship.

Simultaneously, the group Futuro Nazionale Fasano is campaigning against the current timeline, describing the deadlines as “deeply unfair” to those who have invested heavily in coastal tourism. They are proposing a legislative push for at least a five-year derogation from the mandates set by Rome and Brussels to ensure business continuity and protect the livelihoods of thousands of workers.
