Italy caregiver support: regional funding shortages and new national bonus details
In Vallo della Lucania, local representatives and families are calling on the Campania Region to release delayed funds intended for caregivers of people with disabilities. Of the 2 million euros in regional funds expected since 2024, only 500,000 euros remain available, creating significant difficulties in ensuring essential assistance services within the Piano di Zona territory.
On a national level, the Italian Chamber of Deputies has moved forward with the Caregiver Bill (Ddl Caregiver). The legislation proposes a tax-free monthly bonus of up to 400 euros, paid quarterly by Inps, for the 'prevailing caregiver'—the individual providing the primary care within a family.
To qualify for the subsidy, applicants must live with the person receiving care and provide at least 91 hours of assistance per week. Financial eligibility requires the caregiver's annual employment income to be below 3,000 euros, with a family Isee threshold set at 25,000 euros. The bill also aims to establish various levels of labor protections based on the intensity of care provided.
