Italy cigarette prices projected to rise through 2028
Cigarette and tobacco prices in Italy are projected to rise significantly starting in 2027 due to progressive tax increases outlined in the 2026 Budget Law. Estimates suggest an average price increase of approximately 25 cents per pack in 2027, with total increases potentially reaching 40 cents per pack by 2028.
The price adjustments result from changes to both the fixed and percentage components of the excise tax. The fixed component is scheduled to rise from 32 euros per thousand cigarettes in 2026 to 35.50 euros in 2027, and further to 38.50 euros in 2028. Simultaneously, the percentage component of the excise tax applied to the sale price will decrease from 49.23% in 2026 to 48.50% in 2027, and 48% in 2028.
Final retail prices will be determined by the Agenzia delle Dogane e dei Monopoli (ADM) based on requests from producers and importers. Consequently, the exact price increase will vary by brand and product. For a consumer smoking one pack per day, the 2027 increase is estimated to raise weekly spending by approximately 1.75 euros.
