Italy considers transforming Teacher's Card into welfare service
The Italian Ministry of Education and Merit is considering a significant evolution of the 'Carta del Docente' (Teacher's Card) as part of the 2027 Budget Law. Rather than a simple professional training bonus, the proposal aims to integrate the fund into a broader 'Carta dei Servizi' or welfare card for all school personnel, including teachers, ATA staff, educators, and school managers.
Currently, the Teacher's Card is restricted to professional development, such as books, courses, and electronic devices. The proposed welfare model would expand benefits to include healthcare assistance, insurance coverage, and transport subsidies to help manage daily living costs. This follows the 2026 activation of supplementary health insurance for ministry personnel.
A key concern remains the allocation of funds. The value of the Teacher's Card has recently decreased from 500 euros to approximately 383 euros, and there are questions regarding whether the new integrated system will provide increased financial coverage.
