The debate over windfall taxes on extraordinary profits has resurfaced in Italy following rising fuel prices. The issue centers on whether energy companies and banks should be taxed on revenues that stem from unpredictable external factors, such as geopolitical tensions, rather than managerial skill or innovation.
Historically, the Meloni administration faced similar challenges in 2023. While some progress was made regarding energy companies, a proposed tax on banks met opposition from Forza Italia, leading the government to retreat. In that instance, banks were permitted to convert tax liabilities into social capital, a move critics viewed as a significant concession to the banking sector.
