Italy defines pay for unused leave and aggregation rules for precarious teachers

The Italian Supreme Court has reaffirmed that teachers on temporary contracts are entitled to a substitute allowance for any vacation days they have not taken, unless the school principal can demonstrate that the teacher was properly informed about the remaining leave and invited to use it. Unused leave is not automatically monetised; the allowance must be paid within ten years. Specific entitlement calculations are 2.5 days per month for teachers with less than three years of service and 2.67 days per month for those with longer tenure.

A separate ministerial circular (no. 11814 of 14 June 2026) sets out a procedure to aggregate fragmented part‑time teaching assignments (“spezzoni”) into fuller positions. Territorial school offices combine compatible hourly fragments based on grade and subject to create complete contracts, reducing the number of short‑term hires. Prospective teachers must indicate their willingness to accept such aggregations in their application; failure to do so removes them from consideration for the aggregated slots.
