Italy electoral reform debate focuses on preferential voting

The Italian Chamber of Deputies is currently debating a new electoral law proposal, with significant disagreement regarding the reintroduction of preferential voting. This mechanism would allow voters to indicate specific candidates they wish to support.

Five female deputies from various political factions—representing Azione, Lega, Forza Italia, Partito Democratico, and Alleanza Verdi e Sinistra—have signed an appeal against preferential voting. They argue that such a system tends to penalize female representation because it favors candidates with established personal networks, significant economic resources, and long-standing public notoriety, conditions that often disadvantage women.

Conversely, other parliamentarians, including members of Italia Viva and Partito Democratico, argue that preferential voting could serve as a tool to strengthen the presence of women in Parliament.

The proposed electoral reform, referred to as the Stabilicum, is scheduled to reach the Senate for a vote on September 15. The debate includes technical considerations such as the 3% threshold for parties and the potential impact on government stability.
