Italy enacts decree to combat cost of living and support security

Italy has implemented Decree-Law No. 193, effective October 23, 2026, to address rising costs and public security. The measure provides economic support to sectors heavily impacted by high energy prices, specifically freight transport, agriculture, fishing, and aquaculture.

To mitigate fuel cost increases, the decree introduces public contributions and tax incentives for third-party road haulage companies. It also aims to improve commercial transparency, corporate financial management, and the digitalization of transport documents.

Regarding public security, the decree allocates 50 million euros to compensate law enforcement personnel for overtime work already performed during periods of exceptional operational commitment. The funding is distributed as follows: 24 million euros to the State Police, 15 million to the Carabinieri, 9 million to the Guardia di Finanza, and 2 million to the Penitentiary Police. This allocation allows for payments in derogation of standard limits for public employee accessory treatment.

The total financial burden for the measures is estimated at 322.05 million euros for 2026, with an additional 60 million euros required for 2027.
