Italy exercises Golden Power over Pirelli and Abet HTS defense deal
The Italian government has exercised its ‘Golden Power’ special powers regarding a joint development agreement between Pirelli and Abet HTS. The decision, approved on September 24, 2026, follows a notification made by the companies in August regarding the co-development of technologies for remote-controlled electric ground vehicles. These vehicles are designed for rescue operations in extreme and rugged environments.
The Council of Ministers determined that the activities of both companies, particularly the development of these technologies, hold strategic relevance for the national defense and security system. To safeguard essential national interests, the government has imposed technical and organizational prescriptions. These measures aim to protect industrial property rights, know-how, products, and strategic data.
Under the new decree, Pirelli and Abet HTS must ensure the continuity and standards of their research and development activities within the defense sector. Furthermore, Pirelli is prohibited from transferring know-how developed for defense purposes to third parties without the explicit consent of the Ministry of Defence. The exercise of these powers also includes oversight on significant changes in shareholding, requiring notification if an entity acquires more than 3% of the capital.
