Italy's National Health Service faces funding crisis and structural risks

Italy's National Health Service (SSN) is facing significant financial and structural challenges. According to the Fondazione Gimbe's 9th Report, a funding gap of 32.3 billion euros is projected for the 2027-2029 triennium. The report highlights that Italy's public health spending per capita is the lowest in the G7, trailing significantly behind OECD and European averages.

Political and professional figures have raised alarms regarding the sustainability of the system. Senator Orfeo Mazzella of the Movimento 5 Stelle warned that without a massive recruitment plan for doctors and nurses, new facilities funded by the PNRR, such as 'Case di Comunità', risk becoming ineffective 'luxury medical outposts' rather than functional community hubs.

In response to new essential levels of care (LEA) set to take effect on October 30, 2026, Health Undersecretary Luca Iacolino emphasized that regions and local health agencies must rapidly adapt. This includes expanding pregnancy prevention tests, neonatal screenings, and protections for patients with rare diseases and eating disorders. To support this, the Sicilian Region is expected to allocate 160 million euros toward human resources and technological upgrades in territorial health services.
