Italy expands rent subsidies to teachers, healthcare and police under Piano Casa 2026

The Italian government has approved the Piano Casa 2026 decree, extending rent‑controlled housing to public‑sector employees such as teachers, medical staff, police, fire‑fighters and armed forces. The law also grants mayors new powers to manage billions of euros earmarked for public housing and removes previous preferential treatment for foreign capital in real‑estate investments.

The decree sets a €1 billion threshold for accelerated investment procedures, requiring projects to be physically continuous or functionally unified. It allocates €10 billion over ten years to create 100 000 affordable homes, with a target of 60 000 units ready within twelve months. An €8.5 million fund will support students from low‑income families living away from home. Premier Giorgia Meloni highlighted the impact on teachers, noting that the new scheme could save an average teacher about €350 per month on housing costs.

A commissioner will oversee the rollout, and the law is expected to become binding after a confidence vote in the Chamber and a final Senate reading by 6 July 2026.
