Italy Extends Paper Identity Cards Until Jan 2027 as Switch to Electronic IDs Moves Forward
A decree‑law (108/2026) issued in June 2026 sets new rules for Italy’s identity documents. From 3 August 2026 paper identity cards will no longer be accepted for travel abroad, but they can still be used on Italian territory for essential services – health care, social security, banking, pension collection, judicial notifications and interactions with public administrations – until 31 January 2027. Existing contracts that reference a paper card remain valid until the document’s natural expiry.
The legislation also introduces a provisional identity document that municipalities can issue in urgent cases. This temporary card is valid for up to six months, is not renewable, and may be accepted for travel, though recognition by other states is not guaranteed. Additionally, a centralized digital platform linked to PagoPA and the CIEOnline system will allow citizens to pay in advance for the electronic identity card before visiting the municipal office, aiming to streamline the transition.
These measures aim to smooth the shift from paper to electronic identity cards (CIE) and avoid disruption for citizens during the changeover period.
