Italy faces budget constraints for 2027 fiscal maneuver

Italy faces significant fiscal challenges as the government prepares its 2027 budget maneuver. The Public Finance Programmatic Document (Dpfp) outlines a neutral and prudent budget due to energy crises, inflation, and high national debt exceeding 3,000 billion euros. Key proposed measures requiring funding include a flat tax, expanding the 33% Irpef bracket, housing bonuses, and the abolition of the car tax.

Economic Minister Giancarlo Giorgetti noted the complexity of the current context, citing international crises and the country's failure to exit the excessive deficit procedure. Efforts to secure additional funding are meeting resistance. Antonio Patuelli, president of the Abi (Italian Banking Association), stated that banks will not provide a new voluntary contribution to fund the budget, noting that existing three-year agreements are still in effect.

Additionally, the possibility of a windfall tax on energy companies has been sidelined following voluntary price reductions by companies like Eni. These combined factors limit the government's margins for the upcoming budget cycle.
