Italy faces economic stagnation and declining productivity

Italy has experienced significant economic stagnation since the turn of the century, characterized by a failure to transition resources toward more productive activities. While once a G7 industrial powerhouse known for fashion, machinery, and design, the nation has struggled with a rigid labor market, complex taxation, slow judicial systems, heavy public debt, and demographic decline.

Between 2000 and 2022, Italian labor productivity fell by approximately 4%, contrasting sharply with the EU average increase of roughly 20%. Furthermore, from 2000 to 2024, industrial output declined by an average of 1.1% annually, representing the worst performance within the European Union.

The economic challenges are compounded by labor protections that, while intended to prevent arbitrary dismissal, can make permanent contracts costly and legally unpredictable. This environment often leads employers to rely on temporary workers, outsourcing, or avoiding expansion altogether, hindering the ability to shift capital and labor toward emerging technologies and new business opportunities.
