To manage public finances, the government is drafting a decree to regulate meal vouchers and public employee indemnities during holidays. This aims to prevent a potential €2 billion liability resulting from legal disputes over retroactive payments.

Additionally, the Meloni administration is planning a €14 billion energy package using EU flexibility funds. Proposed measures include incentives for heat pumps, investments in railways, and discounted public transport for youth.

On a regional level, Bolzano has approved its 2026 stability law, and the Lazio region has passed legislation to improve urban healthcare services and manage off-budget debts. Meanwhile, discussions continue regarding Italy's R&D spending, which shows growth in per capita investment but remains significantly lower than some European neighbors.
