Italy faces workforce aging and youth talent shortages

Italy is facing significant demographic shifts in its workforce, characterized by an aging population and a decline in young professionals. Data from Unioncamere and the Tagliacarne Study Center indicate that companies able to attract and retain talent under 35 see a 7.2% increase in productivity. Conversely, the share of workers under 35 has dropped from 35% to less than 25% over the last two decades, while those over 50 have doubled.

Regional disparities are evident in the migration of skilled workers. In Umbria, the region is struggling to retain university graduates, recording the worst migratory balance for graduates aged 25 to 39 among central-northern Italian regions. While the region successfully attracts students, it fails to convert that human capital into professional opportunities.

To address these challenges, Italian regions have met with Labor Minister Marina Elvira Calderone to discuss the continuity of the ‘Garanzia Occupabilità Lavoratori’ (GOL) program and professional training initiatives. Additionally, the Ferrara Ravenna Chamber of Commerce has launched an extraordinary plan providing non-repayable incentives for permanent hires to combat the loss of competitiveness and innovation caused by the aging workforce.
