Italy faces shifting youth mobility trends and brain drain

Italy is experiencing complex shifts in youth mobility, characterized by both an exodus of qualified workers and a growing trend of returnees. Data from the Fondazione Studi Consulenti del Lavoro indicates that over 129,000 young Italians have returned to the country from abroad in the last five years, with the return rate increasing from 26 per 100 transfers in 2011-2015 to 40 per 100 between 2021 and 2025. These returnees, with an average age of 29.6, often cite work-life balance and professional stability as primary motivators.

However, significant brain drain persists, particularly among women and residents of Southern Italy. According to Save the Children, the number of young Italian women emigrating for work rose by 42% in 2024 compared to 2023, totaling 27,685 individuals. The migration is increasingly composed of highly qualified professionals; in Southern Italy, the proportion of female emigrants with university degrees rose from 47% in 2014 to 70% in 2024.

This internal and international migration has profound economic consequences. Research by Svimez suggests that the education of Southern youth who migrate to Northern Italy represents a 2 billion euro investment that contributes approximately 3 billion euros annually to the GDP of the destination regions. In Puglia, for instance, 33 graduates per thousand young people with tertiary education emigrated in 2023.
