Italy healthcare authorities initiate recovery of unpaid medical fees

Health authorities in Italy are initiating recovery efforts for unpaid medical service fees (tickets) across different regions.

In the Chieti area, the Agenzia delle entrate-Riscossione is issuing payment notices for medical appointments booked during the first two months of 2024 that were not canceled. Under current regulations, patients—including those with exemptions—are required to pay the standard fee if they fail to appear for a scheduled service without a justified cancellation. Payment suspensions may be requested in cases of accidents, death of the recipient or close relatives, or hospitalization. In the Romagna region, Ausl Romagna has issued approximately 130,000 notices to recover unpaid fees resulting from audits of E02 exemptions. These audits identified individuals who incorrectly claimed unemployment-based exemptions. Recipients have 30 days from the receipt of the notice to settle the amount via PagoPA. The health agency stated these checks are intended to ensure equitable access to services and protect National Health Service resources.
