Italy school staff health insurance contract sparks union dispute

The Italian Ministry of Education and Merit has awarded a 320 million euro contract for supplementary health insurance covering over 1.2 million school employees. The contract, managed through Consip, was awarded to a group including Unipol (via UniSalute), Intesa Sanpaolo Protezione, and Poste Assicura.

The initiative has sparked significant conflict between the Ministry and various labor unions. While the Ministry and signatory unions view the policy as a beneficial welfare advancement, dissident groups such as Flc Cgil have strongly opposed the move. These critics argue that the allocation of state funds toward private insurance providers effectively privatizes healthcare services and diverts resources that could otherwise be used to increase salaries or strengthen collective bargaining power.
