Italy housing reforms stall amid funding gaps as local projects emerge
In Italy, national housing reforms face significant delays due to a lack of financial coverage. While political narratives promise urban regeneration and a more efficient real estate market, legislative proposals such as the 'Testo unico edilizia' remain stalled in Parliament. A proposed multi-year fund exceeding three billion euros, intended to repair territories and provide tax relief on property duties, is currently unsustainable under existing public accounts.
On a local level, the municipality of Carbonia has introduced its 'Progetto Casa' (Housing Project). This initiative aims to utilize resources from the Just Transition Fund to repurpose public assets through energy efficiency improvements and the creation of social cohousing spaces. The plan focuses on revitalizing historical residential buildings to address housing distress and promote social inclusion.
