Italy implements disability reform via biopsychosocial approach

The Italian National Social Security Institute (INPS) is implementing a reform of Legislative Decree 62 regarding disability. The reform introduces a paradigm shift by moving away from solely measuring invalidity to adopting a biopsychosocial approach. This new method evaluates disability by considering the individual's environment and their relationship with the external world.

The reform is currently being tested experimentally in 60 provinces, with plans for a nationwide rollout starting January 1. Filippo Bonanni, INPS central director for Health and Disability Benefits, stated that the goal is to place the person at the center of the process. To support this transition, INPS is expanding its collaboration with public and private entities, third-sector associations, and professional organizations.

In a related development, the Fondazione G. B. Baroni has launched a 400,000 euro fund to support projects aimed at social inclusion, autonomy, and improving the quality of life for people with motor and neuromotor disabilities, specifically focusing on the Rome and Lazio regions. Applications for these grants, which can reach up to 40,000 euros, must be submitted by November 30, 2026.
