Italy implements Piano Casa housing and mortgage reforms

The Italian government has implemented the ‘Piano Casa’, a legislative framework that introduces new measures for housing and mortgage accessibility.

Under the new regulations, the ‘Fondo di Garanzia per la Prima Casa’ (First Home Guarantee Fund) has been expanded to include individuals with severe disabilities and their cohabiting family members. Starting August 3, 2026, these beneficiaries can access public coverage of up to 80% of the mortgage principal if their ISEE is below 40,000 euros, or 50% otherwise. The maximum assisted mortgage amount is capped at 250,000 euros.

Critics of the broader ‘Piano Casa’ argue that the plan prioritizes financialization and private investment over public residential housing (Erp). Concerns have been raised regarding insufficient funding for renovating existing public housing and a shift toward ‘housing sociale’ models. These models aim to serve middle-income groups, such as students and seasonal workers, by requiring that 70% of new constructions be offered at prices 33% below market rates through private investment programs.
