Italy government introduces new security decree and sports initiatives

The Italian government has approved a new security decree that includes provisions to extend the presumption of criminal responsibility for minors. Justice Minister Carlo Nordio stated that minors, generally starting from age 14, will be considered capable of understanding and willness when committing crimes, a measure intended to address recent unprecedented trends in juvenile arrests.

In a separate initiative, Minister for Sport and Youth Andrea Abodi announced the renovation of sports facilities at the Rebibbia prison in Rome. This project is part of a broader national strategy to provide sports access to 60 penitentiary institutions, 13 juvenile prisons, and 25 reception communities for minors. The government aims to promote social recovery through sports, alongside investments in playgrounds and school gyms.

Pedagogist Daniele Novara has criticized the government's approach to juvenile crime, arguing against increasing prison capacity for minors. He advocated for educational projects and alternative judicial paths, such as 'messa alla prova' (probation), rather than incarceration.
