Italy implements school reform for service recognition

Italy has implemented a reform regarding the recognition of pre-role service years for school staff, following Decree 69/2023 and Law 103/2023. This measure aims to align national regulations with European Union obligations to ensure fairer professional recognition and pay equity.

Teachers who entered permanent roles in the 2023/2024 school year after passing their probationary period will receive full recognition of their previous substitute service. For ATA (administrative, technical, and auxiliary) personnel with lower profiles, 50% of previous service years will be recognized. Additionally, military or civil service will be fully recognized for all employees. Applications for the 2025/2026 school year must be submitted via the POLIS portal using SPID or CIE credentials.

Regarding teacher mobility, regulations distinguish between the school of tenure and the school of temporary assignment. A teacher on temporary assignment continues to legally belong to their original school of tenure, which maintains control over their organizational position, while the school of assignment manages their daily teaching duties and functional obligations.
