Italy tax burden concentrated on minority of taxpayers

An analysis by Itinerari Previdenziali regarding 2024 income and 2025 tax declarations reveals a high concentration of the Irpef tax burden in Italy. While approximately 42.8 million people filed tax returns, only 34.1 million paid at least one euro in Irpef. This leaves roughly 24.8 million residents who do not appear to contribute to this direct tax.

The report highlights that a small minority of taxpayers carries the majority of the fiscal weight. Approximately 8 million taxpayers earning 35,000 euros gross annually contribute 65% of the total Irpef revenue. Furthermore, about 30.22% of taxpayers are responsible for 78.67% of the total revenue.

Total declared income reached 1,076 billion euros, resulting in a total tax revenue of 216.24 billion euros. The study also notes that social assistance spending funded by general taxation has risen significantly, increasing from 73 billion euros in 2008 to 180 billion euros in 2024, raising concerns regarding the long-term sustainability of the welfare system.
