Italy crackdown on labor exploitation and illegal hospitality

The Guardia di Finanza has conducted a series of inspections across Italy, uncovering widespread labor exploitation and illegal business operations, particularly within the tourism and hospitality sectors.

In Bari, an organized criminal scheme was identified involving the exploitation of seasonal workers. Lifeguards and other staff were reportedly forced to return portions of their wages in cash, resulting in effective pay as low as 2 to 5 euros per hour. Four individuals, including a labor consultant, face charges of criminal association for labor exploitation.

In Rome, authorities identified four unauthorized lodging facilities near Termini Station that were operating as hotels despite being registered as tourist rentals. These structures violated room limits and lacked proper fiscal documentation, resulting in over 120,000 euros in sanctions. Additionally, a restaurant in Ostia faced a requested suspension after inspections revealed that half of its workforce was employed without legal contracts.

In Vibo Valentia, inspections between January and July revealed 30 workers employed entirely ‘in nero’ (off the books) and 13 others in irregular arrangements. These findings included cases where part-time contracts were used to mask full-time employment at lower wages. The crackdown highlights ongoing efforts to combat tax evasion, unfair competition, and the erosion of workers' rights across various Italian regions.
