Italy launches IT Wallet digital document platform via app IO

The Italian government has activated the IT Wallet system, a digital document platform integrated into the existing app IO. The framework, detailed in the Official Gazette on 23 July 2026, designates PagoPA S.p.A. as the manager of the national infrastructure and the Istituto Poligrafico e Zecca dello Stato (IPZS) to issue electronic attestations after user identification via SPID or the electronic identity card.

Citizens can store personal documents such as driving licences and health cards on their smartphones and present them to public administrations or private entities with legal validity, while the service remains free for basic use. Public administrations must register as “authentic sources” by 3 August 2027 and the IPZS will be able to issue attestations from 3 February 2028. The system emphasizes strict data‑protection rules, separating identity data from other services and prohibiting profiling.

Adoption of the IT Wallet is optional for citizens, who may continue using paper documents, but mandatory for public bodies and certain private service providers.
