Italy launches social car‑rental scheme for low‑income families

The Italian government unveiled a new social car‑rental programme, presented by Minister of Enterprises Adolfo Urso and Automobile Club d’Italia (ACI) president Geronimo La Russa. The measure, foreseen in the DPCM Automotive, aims to accelerate the renewal of the national vehicle fleet, cut emissions and improve road safety while giving families with limited income access to modern, low‑emission cars.

Eligibility is limited to individuals whose ISEE is below 30 000 euros. Applicants must scrap a vehicle up to Euro 4 that has been owned for at least twelve months. The scheme offers a minimum 36‑month lease of a new Euro 6 car (CO₂ ≤ 135 g/km) at a fixed monthly fee of 100 euros (VAT inclusive), covering insurance, maintenance and tax, with a usage cap of 12 000 km per year. A budget of 50 million euros will fund up to 3 000 vehicles, and the pilot runs until 30 June 2030. After the lease term, users may purchase the car at a 10 % discount. Seventy percent of the programme’s resources are directed to strengthen the domestic automotive supply chain, with the remainder supporting demand.
