Italy launches toll refunds for drivers caught in highway jams

From 1 June, Italy’s motorway operators will refund part or all of the toll paid when a vehicle experiences a delay on a toll‑road. The refund applies when the travel time exceeds the planned schedule by at least ten minutes on a roughly 100‑km stretch, with larger delays triggering proportionally larger reimbursements; extreme stoppages can qualify for a full refund. The scheme targets delays caused by construction or predictable traffic restrictions and excludes incidents such as accidents, severe weather or emergency operations.

Drivers must submit a claim through the Muovy online platform, which matches the recorded journey with the expected travel time. The first rollout covers a single concession road until 1 December, after which it will be extended to the rest of Italy’s 7 000 km of toll motorways. Typical toll rates are 7–9 cents per kilometre, meaning the refund could save motorists several euros per trip. The measure is intended to bring road usage fees closer to a “pay for what you receive” model, similar to airline‑delay compensation, and is expected to benefit domestic and foreign drivers, including tourists travelling to Italy’s coastal regions.
