Italy launches toll‑refund scheme for drivers delayed by road‑work congestion

Italy has introduced a new regulation that compensates motorists who are held up by road‑work traffic on motorways. Under the scheme, drivers can claim a partial or full refund of the toll paid if a delay of at least 10 minutes occurs on a 100‑kilometre stretch. For a 90‑kilometre journey, a 40‑minute delay entitles the driver to 75 % of the toll, and a one‑hour delay may qualify for a full refund. Claims must be submitted through a digital app and require an Italian tax identification number, which foreign drivers can obtain, though the process can be lengthy. The measure, presented by Transport Minister Matteo Salvini as a “turning point” for road users’ rights, excludes delays caused by accidents or extreme weather. Critics argue the application procedure is cumbersome and fear the costs may eventually be passed on to motorists via higher tolls.
