Italy: New requirements for remote school board meetings

Starting with the 2026/2027 school year, Italian educational institutions may exercise their autonomy to hold deliberative meetings of their collective bodies remotely. To ensure the legal validity of these digital deliberations, schools must first modify their internal institutional regulations.

The Ministry of Education and Merit has established specific technical and organizational requirements via ministerial note 3803, dated June 30, 2026. These requirements include ensuring certain and unique digital identity through systems like SPID or CIE, strong authentication, role management, and attendance tracking.

Furthermore, platforms must support both open and secret voting systems, structured minute-taking, and guarantee the integrity, traceability, and unmodifiability of data to ensure full compliance and privacy protection.
