It implements the EU migration pact and introduces new rules on asylum procedures, border checks, health screenings for migrants rescued at sea, and expands detention facilities. Applicants for international protection must declare a residence early, cannot work for 90 days after filing (up from 60), and are barred from detention based solely on nationality.

The decree also reforms the justice system: the state exam for lawyers will be held once a year in two written papers and one oral test, and magistrates’ assignments in a single office are extended to 31 months to address staffing gaps. These measures aim to streamline judicial processes and strengthen immigration control.
