Italy to suspend car tax for 2027 for vehicles under 80 kW

The Italian government has approved Decree-Law 162/2026, which suspends the car tax (bollo auto) for the entire year of 2027. This measure is expected to benefit approximately 14.5 million vehicles, covering roughly 70% of the national fleet.

To qualify for the exemption, vehicles must be powered by gasoline, diesel, LPG, or hybrid engines and have a power output not exceeding 80 kW. The benefit is limited to one vehicle per owner and requires the vehicle to have active mandatory civil liability insurance (RCA).

Finance Minister Giancarlo Giorgetti stated that the 2027 exemption will be funded using 1.4 billion euros in savings from the National Recovery and Resilience Plan (PNRR). While the measure is currently a one-time suspension, the government has expressed intentions to make it a structural policy through the upcoming Budget Law.

Economic analysts have raised concerns regarding the impact on the used car market, suggesting that the measure could drive 45% of buyers toward used vehicles under 80 kW, potentially inflating prices. Additionally, some political figures and labor unions have criticized the criteria, arguing that the exemption should be based on household income (ISEE) rather than vehicle power to ensure true social progressivity.
