Italy proposes direct qualification for pedagogy graduates to become support teachers

Italy is confronting a shortage of specialised support teachers (insegnanti di sostegno) and a bottleneck for graduates in pedagogy who struggle to enter the profession. Currently, pedagogy graduates must pass a public entrance exam and complete a training course that largely repeats material already covered in their degree, creating an asymmetry with other candidates who can obtain the qualification after a one‑year pathway.

A proposal has been advanced to make the pedagogy degree itself habilitating for the support role, allowing immediate entry into the civil service and addressing the shortage. The initiative also highlights the role of school educators employed by social cooperatives, who perform duties similar to support teachers but lack official status, and suggests a lifelong‑learning framework to keep skills up‑to‑date without redundant testing.
